Versioning

OKF Tools targets OKF v0.2 today. Every conformance rule lives in one versioned specification module (lib/okf/spec/0.2.ts) rather than being scattered through the UI.

Adding support for a future OKF version means adding a new module (e.g. spec/0.3.ts) and registering it — never rewriting the application. The Version Detector distinguishes an explicit okf_version declaration from an inferred or mixed-version bundle.
