• Official OKF specification requirement — a rule from the Open Knowledge Format spec itself.
• OKF Tools recommendation — a quality suggestion from this product, not required for conformance.

Every rule cited here is verified directly against the official specification at okf.md — section numbers (§4.1, §6, §8, etc.) refer to that document.
